The role of the Observatory is two-fold:

1.       To provide up-to-date, quality information on national health systems, their performance and reforms to be used by policy makers

2.       To provide a sound foundation for comparative analytical work on specific health system issues.

The Observatory will fulfill five closely inter-related functions, namely:

1.       a descriptive function that provides for an easily accessible database, that is constantly updated;

2.       an analytical function that draws lessons from successes and failures that can assist policy makers in the formulation of strategies;

3.       a prescriptive function that brings forward recommendations for action;

4.       a monitoring function that focuses on aspects that can be improved; and

5.       a capacity building and educational function that aims to develop partnerships and share knowledge across the region
